Reform the police,more stringent laws are not the solutions or answers.Ask the prestine question ;is the male of the species essentially a predator ? a predator by design,or default,one condemned to do what he does.Is it not ordained  in the creation that procreation is the sole objective?Is not the female of the species designed and condemned to adopt all ruse to attract the attention of the male of the species?And the frail male pretension to civilized behviour crumbles at the moment naturally designed curves  are   provocatively,deliberately,or unintentionally,or instinctively revealed or exposed.Man will do what he is programmed to do.Women will do what they are programmed to do.Physiologically ,one is designed to be vulnerable.IF the predator could not evolve into being able to    control himself  in millions years,if the evolution is towards biological upgrade, adaptation,then where have we arrived.?If man can not evolve towards being" a superman" and stay a predator, Where is the answer ? Till we evolve to a different methodology and consequent male female" disconnect ", physiological, biological and mental ,the female of the species is condemned to curb the natural instincts,excercise  super human restraints in dress, deportment,and that elusive freedom.Like it or not,shun the suggestion as imbecile,misogynistic,from a male chauvinistic pig ,it is the only interim solution for millions of years Mr. Civilized Man, and Ms Civilised Woman.You are still not too far away from the Hair Caveman,dragging the female of the species by her tresses,holding a crudely designed  WMD.
