Does not make sense to one way or the other.Talks,one understood,were at various levels.Each with well defined subject and jurisdiction.NIAs could only talk about terrorism,intelligence sharing to contain/curb terrorism.They do not have the authority to over step their area of activity.They could not possibilly,discuss and resolve the Kashmir problem.Hence it had no relevance at their level of talks.Where do Kashmiri separatists come into the picture,unless they were a party (perpeterators) to the terrorist activity.If so ,India was to take action against its citizen .If the idea w
